As part of the Commonwealth of Massachusetts Department of Housing and Community Development (DHCD) Rapid Recovery Plan (RRP) Program, CivicMoxie prepared a toolkit to guide communities seeking to create or improve outdoor dining and retail programs to support their businesses and activate commercial areas.
In response to the COVID-19 pandemic, many towns and cities enacted temporary emergency ordinances to allow outdoor dining under zoning and made other accommodations regarding parking, transportation guidelines, and alcohol permitting to enable restaurants to stay in business and serve communities. The Toolkit includes resources and recommendations for both decision makers and business owners, including how to streamline the permitting process, making temporary measures more permanent, impact mitigation, and design guidelines. The Toolkit is available as a Technical Assistance Resource on the RRP Program website for all to use and covers a multitude of goals and conditions.
